Mandy Moore may not be turning out the hits like she used to, but the singer and actress has learned how to dress. Most recently, Moore was radiant while attending the Frontiers in Development forum in Washington, D.C., in a pleasant blue and cream-toned dress.

Moore was stunning in her ultra feminine mini and she kept her makeup equally as sassy. The actress accentuated her perfect pout with red lipstick with tangerine undertones. She kept the orange going through her peach-toned blush that worked well against her pale complexion. The starlet kept her eyes simple - just a touch of eyeliner and mascara finished off the look.

The girly makeup worked well with her fun ensemble that was perfect for day and night. Moore's baby blue, cream and white-striped mini dress was playful and bright - perfect for a summer day. She made the style dressier by adding a cutout-lapel black blazer and a pair of black statement sandals. The actress kept her brown locks up in a messy ponytail.
